On July 26, 2024, the Mwangaza Network held a workshop in Kinshasa to present the results of an in-depth diagnostic of the electricity sector in the Democratic Republic of the Congo (DRC). The challenges facing this sector are enormous and varied. It would be too ambitious to claim to address them exhaustively. However, through a diagnostic study, the Mwangaza Network has highlighted several major challenges.
The issues plaguing the electricity sector in the DRC are significant and multidimensional. First, the scarcity of reliable and up-to-date data prevents a precise determination of the sector’s potential, consumer statistics, and generated revenue. Second, the insufficiencies and gaps in the legal framework, as well as the lack of regulatory knowledge among technical services and some operators, lead to stagnation in the sector. The low collaboration among sector institutions, particularly due to ignorance of respective responsibilities, also results in poor transparency and a lack of technical and financial resources. Fourth, investment promotion is hindered not only by limited budgets but also by an unattractive tax regime.
