Kasindi: The Battle for the Land, a Test for Central Authority

In a decree signed this Friday, April 12, 2024, the military governor of North Kivu, Major General Cirimwami Nkuba Péter, bearing conservatory measures related to the Bloc Congo ya Sika in Kasindi-Lubiriha, in the territory of Beni, has just canceled the work of the commission set up under collective mission order No. 01/031/CAB/GP-NK/2024.

In this decree, Major General Cirimwami Nkuba indicates that “the demarcation of plots in the Congo ya Sika site is prohibited and all boundary markers already placed are removed”.

The provincial executive, in the same decree, suspends all activities on the Congo ya Sika site except for harvesting for the current farming season.

Péter Cirimwami Nkuba announces that an ad-hoc commission will be set up to establish the polygon and list the occupants of the Congo ya Sika site: to carry out the provisional development work of the area subject to the boundary materialization report of the Virunga National Park boundaries at Kasindi-Lubiriha on January 6, 2024, pending a possible reclassification of the space by the central government… we read in this official document from the military governor.

On Friday, April 6, 2024, a delegation from the provincial government arrived at the Kasindi border post, in the Ruwenzori sector, territory of Beni. The objective was to become familiar with the land conflict between the residents of the Virunga National Park and the ICCN. Also composed of the Attorney General of the military court of Goma, this team was tasked with transmitting the field report to the provincial executive.
